In accordance with Customs Union legislation a brokerage agreement is to be signed between a cnee/a cnor importer/exporter (a represented entity) and DHL Express (a customs representative). A customer may choose a customs representative or declare the goods by himself.

Brokerage service is to be paid based on tariffs which are an integral part of a brokerage agreement.

Bonded Storage

Storage charges apply to the duty and taxes payer when the shipment cannot be released by customs and remains in a DHL Express bonded warehouse. Charges take effect three days after the shipment arrival date or broker notification, whichever is later.

Bonded Transit

All individual transits are to be agreed with DHL RU and a customer (requestor) in advance.

Broker Notification

At the customer’s request, DHL will provide the necessary paperwork to the customer’s designated broker to perform the import clearance and resume the delivery to the final destination once the clearance is completed. DHL is subsequently not responsible for the timeliness of the submission to customs or for the release of the shipment.

Export Declaration

Applies in countries where an export declaration is required for shipments containing controlled commodities or exceeding a certain value threshold or weight. Depending on origin country, shippers that submit a declaration online may avoid the local charge.

Formal Clearance

Applied in selected countries, when importing goods with an aggregated declaration value or weight exceeding the limits set by destination Customs Authorities, or due to other regulatory requirements are excluded from routine clearance on a consolidated manifest and thus require clearance under an individual entry form.

Multiline Entry

For shipments containing different commodities, a multiline entry charge is applied for every additional line item. All commodities require identification and must be classified under unique harmonized code tariff numbers. The charge applies to the duty and taxes payer.

Other Government Agency

At importers request, DHL may arrange some types of paperwork for control procedures required by a regulatory authority, to facilitate the clearance of a shipment into a country or Customs Union. The agency charges will subsequently be invoiced to the importer.

Personal Effects

At the request of the Shipper, DHL can handle shipments containing personal belongings. Charges apply when Customs require that these goods are manually cleared with unique paperwork requirements, most typically when the shipment has to be cleared as personal luggage.

Clearance Data Modification

DHL may add or modify data declared to customs authorities for clearance purposes such as declared values, classification of the goods, and importer details, based on documentary evidence gathered from or confirmed by the importer or exporter and only upon request by customs authorities or at the request of the importer/exporter. This service is available if mutually agreed by the Parties only.

Release to Broker

At shipper or importer request, the release of a DHL Express shipment to the customers designated customs broker of choice. DHL will transfer the responsibility for a shipment and related customs documentation to the customer’s nominated broker for clearance and last mile delivery.

Temporary Import or Export

DHL is performing customs clearance under both temporary import and export and other procedures provided with local legislation and if respective paperwork is available by a customer.
